Pioneer s-rs3sw sub. Power is on but why is there no control of volume?

Fuses blow when there is an overload. Unfortunately this saving action doesn't always save everything. If you fixed the part that was causing the fuse to blow, then that would stop that. It would not however correct anything that got damaged before the fuse lost it's life. Volume control these days is done by an IC. Sometimes these are static sensitive, and easily go out in fault conditions or maybe if you went near it without being grounded, when repairing the unit?

We had a static surge in house, no power to subwoofer, can it be a fuse? If so, can it be replaced?

Some powered subs have internal fuses that can be replaced. You will have to disassemble it to find out.

Alot of static or interference through speakers

Check all leads are plugged in the right spots and are in good condition. Sometimes "static" is caused by plugs not connecting properly.

When I turned on the power for my 'Logitech X-240' speakers, there was a loud static noise coming from the speakers. I unplugged the speakers from the subwoofer, and as I began to plug them back...

clean the dust from your computer dust causes static which causes your computer to overheat and all sorts of problems
be sure to wear an anti static earth strap before touching anything inside your computer try cleaning your computer of dust using a fine air blower from a compressor making VERY sure that there is no MOISTURE in the air line specifically around the CPU central processing unit and your SOUND CARD dust causes static to build up in a computer causing it to overheat any many other problems

Overhead car kenwood dvd player is constantly show disc error.. What is causing this error?

Possible error is the data is not read by the optical head.
So clen the lens eye to check if the faultt changes. If not the optical head assembly must be changed.
Use proper method to change the new Head, remove the static short of solder to prevent static damage to the head if touched or solderred by leaky soldering irons.
Use an anti static iron to do the job.

My subwoofer is making a hissing noise when the truck is running and gets louder as the rpms increase. What could be causing this?

Engine static. There should be a supressor fitted to your audio system to counter this. it may be faulty. You can install in line ones via the power cable to your system.available from auto parts outlets.
