The feed dog is up but has stopped feeding

Are the feed dogs moving at all--like moving toward the back of the machine, dropping down below the needle plate, moving forward, rising, and then moving toward the back of the machine? Make sure the stitch length is set high enough to actually move the fabric--not set at zero or near zero. If the feed dogs stay below the needle plate, then most likely they have been dropped for darning.
If the feed dogs are frozen, not moving, and it is an older mechanical machine, they may be seized due to old oil.

Wheel on right side that controls the needle up and down is very tight...

Or, the feed dog mechanism is broken.

I've repaired the instrument cluster on my 2004 Silverado bulbs and stepper motors. Is there a particular re-start sequence?

Not too sure what you mean by 're-start sequence', but once you have cluster (IPC) put back together minus lens, you can rotate each needle counter-clockwise to just below lowest mark (zero on tach & speedo) for each gauge. (Note: do not rotate needles while IPC is connected). After initial setting of needles, plug in IPC. Let IPC power up a few seconds. Needles will settle. If adjustment of a needle pointing to lowest mark is needed, just unplug IPC and adjust needle more or less as necessary. Re-plug and check needle position again. If everything looks good, then unplug one last time to install lens, then re-install cluster, bezel, etc. Good luck.

How do I fix speedometer that is stuck below zero?

dealer might be able to fix with the computer diagnostic tool. If there is a push button to reset odometer you can take a small wire and try and feed through the hole and raise needle above the pin. removing the instrument cluster cover is a pretty big task, if you cant find a place to insert a wire, only bypass I can suggest is drilling a tiny hole in the instrument cluster cover off to the side or top wherever the hole is least bothersome to you and then use a wire to raise above pin, after put a little clear silicone or a piece of tape over the hole to prevent dust building up inside the cluster

Please help what is a problem of a boobin to take too much cotton and make the needle to sewing in one place

1. Make sure the pressure foot isn't pushing on the material too hard. Loosen it in other words.
2. Make sure the length of stitch is above zero.
3. Check the tension of the threads (above and below). A good starting tension is four. I've sent a guide on how to adjust the bobbin thread. This is one of the usual problems that sewing machine operators have.
4. Check the size of the needle. Also, make sure you have good thread.

Speedometer needle problem

Sounds like the pin that the speedometer needle rests on at "0" got broken off. If you think you can take everything apart and fiddle some sort of improvisory repair for that pin, then jump in there and have at it. Note that needle calibration may be damaged and it will never read right again, regardless. Otherwise- new speedometer.

the tach needle is at 9500RPM the speedo needle points almost straight down. When i turn on the key they both sweep through but start and return to these places. I took the gauges apart and reset the needles to the right place, but within 20 minutes of riding they get all weird again. I have the red key, if that can be of any help, but am looking for some help to diag and fix this. Any ideas???,I have had theis problem before. If you can reset your needles then they are not tight enough to stay there long . These needles are usually secured with a drop of glue. Some sets I have had apart do not have glued on needles. It like it when I find these because you can take these apart completely, whereas the glued on needles are a dead end when you can't get them off. Unforunately, they need a half drop of superglue of something to maintain their position on the road and not get juggled loose from vibration. Remember when you glue them on, they will be set slightly below the zero when off, only return to zero with key ON. They best way I found is to take the glass cover off, plug gauges back in temporarily, and experiment where the correct setting is before you get the glue out. Be extremely careful not to use too much glue or get to it anywhere but inside the needle. You have a few seconds before it dries to move it once again if it still isn't going to zero when you turn key on.,,,
