After downloading iTunes and trying to open it I get a message that reads: "The installation package could not be opened. Verify that the package exists and that you can access it or contact the application vendor to verify that this is a valid Windows installer package". I am running on a Dell Inspiron/9300 using Windows XP Media Center Edition. Thanks.

This happens occasionally when downloading something, a portion becomes corrupted. Try throwing that one away, redownload, and it should work. If it doesn't restart computer and then try installing the freshly downloaded one again.
