The mixture of sand and cement for laying bricks

mortar proportions are always expressed as a proportion of cement to lime to sand and always in that order
common mortar made from portland cement has one part cement to one part lime and 6 parts sand ===1:1:6
Cement bags have the mix written on the side for mortar mix or concrete mix or you can get mortar mix cement which already has the lime added

I have a pair of Enzo Angiolini cobalt blue pumps. The heel on one shoe is very loose and ready to break. I cannot find anyplace locally to repair it. Is there someplace I can send it to be repaired?

a home fix:
1- contact cement
2- C clap
3- 2 small pieces of wood one of which should fit inside at the heel

spread the cement on both surfaces let set for about 5-10 minutes till cement is tacky, press together, put a piece of wood on the bottom of the heel and one inside, hold in place with the C clap, leave over night, should out last the shoe, hope this helps

What kind of glue for loose film on 1999 southwind storm 32v cupboard drawers?

The best stuff is expensive, designed for formica application, and usual comes in gallon or larger... but 3m hi strength 90 spray, contact cement or super 77 spray would work. First being best. Recommend 3m 90.

Cement counterweight broken

difficult to do much there. you could try gluing something to the bowl, but it is very unlikely to hold for many cycles. you can buy new outer bowl / frames from the manufacturer.

How do I install a Top Performance table top replacement mat on the grooming table?

I would use contact cement. It is applied to both surfaces and is allowed to dry to touch. Then when you next touch the surfaces, they will be permanently bonded. You can find water based cement, MUCH easier to work with.

Consider using lots of dowel rods to keep the materials separated as you assemble.

Normally you would remove the original mat, sometimes you can bond to it.

The tub should just sit on the floor, and caulked around to seal out any water. If it as a fiberglass tub, you might want to put some grout under the bottom to help support it.
