The bower will not reach high rpm when throttle is opened. changed carb. kit. with breather filter is moved. there is a little fuel spitting out

The unit uses a magneto system. To test the module remove the black wire from the module then reassemble unit and test for spark ( spinning by hand will not work, you need to use the starter rope to get the needed RPM to create a spark). If you have no spark with the ground wire disconnected the module is bad and needs to be replaced. If you DO have spark with the ground wire disconnected then you have a pinched wire going to ground or a bad stop switch

remove the fuel tank is the easiest way... but to change the fuel lines to the carb you have to remove it as well
