If you have checked the stator, rotor and brushes and they appear alright then it is probably a voltage regulator. The honda dealer can run a test and confirm the problem at very little expense. It cost me 25 dollars Canadian to preform the test and it was well worth the money because you cannot return electrical parts and they can be very expensive. Have a great day!

check to make sure your spark plug is clean and that your rpm is set right. if the rpm on the engine is not right it will not put out the right current and you will burn something up. take a lamp with 100 watt or higher bulb or an old power too and plug it in and turn it on and see if the motor speeds up. if it dosent then you have a rpm problem that could be as simple as the sparkplug or gas to the governor not letting the engine speed up. both are simple fixes. if the engine does speed up then you have either an armature problem or or a regulator problem. if it has never been used then it may be under warranty and should not cost nothing to repair it.
