If this password is for Windows, then you will need to contact who set the password originally. Optionally you may use tools online to reset the password. This would require purchasing a utility like SpotMau.

If this password is for the computer it self, before booting to the OS, you have to remove the BIOS battery to clear the BIOS password.

Removing the screws on the bottom of the laptop, the bezel at the top and the keyboard, check the bottom and top of the system board, you should see a flat-cell battery or a plastic coated series of batteries with a cable going to the system board.

you forgot to tell us what password.
Is it a bios password or windows password?

For Windows Password, As far as I know , there are two main methods to solve the windows password problem as follows:

1st Method:
Start system and when you see Windows Welcome screen / Login screen, press ctrl+alt+del keys twice and it'll show Classic Login box. Now type \Administrator\ (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from \Control Panel - User Accounts\.
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.

2th Method:
Windows password Recovery software:
for example: Any Windows Password Reset 7 . It is easy and convenient to use.

For Bios Password, also two methods.

1st method . Open you computer box and Discharge to the Board manually

2st method . use BIOS/CMOS Password Recovery Tool

My Mom purchased a Dell Latitude E6400 from a second Hand store. I told her That I would take a look at it because I'm pretty savvy with most all technology. I boot it up and it goes to a white screen...

Buy another genuine copy of Windows, and put it on.

Same version, same bit. (32-bit, or 64-bit)

Go into BIOS Setup, and in Boot Options, make sure the first boot option is set to CDROM. (First device in the list will be CDROM)
This way the computer will boot from the Installation Disk.

(New genuine copy of Windows)

Removing the CMOS battery, and letting it sit out; will NOT reset CMOS.

There are NO jumper pads to briefly short out, to reset CMOS.

Since the laptop had a previous owner, you cannot just go to an authorized Dell repair shop, and have the tech obtain a Master password.

(Take proof of ownership, ID, and credit card)

The tech would use the Master password, and then get rid of it.
They aren't supposed to keep it, and you don't get it.
Performing this procedure however; would allow you access to personal information of the previous owner, and they aren't about to do that.

The tech would have to wipe the previous owners info off, by using a new, Genuine copy of Windows.
As stated previously, something you can do yourself, and save labor costs.

I have a Dell Latitude C800 and i cant get past the power-on BIOS password. Can you please help?

You can get the master password for your Dell by calling Dell Technical Support at (800)624-9896.
Dell Technical Support will request the Service Tag and Express Service Code from the bottom of your Latitude.
If you were not the original owner of the Latitude, Dell will transfer registration of the used Latitude from the original owner with only the Service Tag and Express Service Code from the tag on the laptop.
To transfer the registration of a used Dell Latitude, fill out the Transfer of Ownership form on Dell's web site.

The above solution does not work on an E6400. Any fix regarding removal of battery, shorting pins together, etc does not work. However, what does work is to use the Dell Asset/Service Tag BIOS Reset Tool that is available on Torrent Sites. Boot the CD image and when you are asked if you want to delete/change the service tag select "Y". When asked for the new service tag number re-enter your current service tag. Then the tools erases the BIOS and inputs the new service tag. A by-product of this process is that the BIOS master password is removed from the BIOS.

The administrative password is different in the bios settings

You can reset the password easily by removing the battery which will clear the CMOS. If you aren't comfortable doing this, perhaps you can find someone who will do it for you. It's not hard to do, and you won't hurt anything as long as you unplug the computer and discharge any static from your body. (Just touch something metal - like the rails on your desk or something else.)
