The software you're trying to install is an upgrade from the Microsoft Visual Studio 2005 Professional edition. If you do not have that version of Visual Studio installed, you won't be able to install the upgrade.
However, I would recommend you downloaded the Visual Studio 2010 Express edition, it's fully functional and I used it for a long time before upgrading to the professional edition. To be honest the only feature I use in the professional edition is the addon system. Plus, the 2010 Express edition is free and available for anyone.
I had the same problem, to solve it I repeat the installation and when the message "Setup was unable to create the program folder" I went to installation directory "C:\Program Files\Microsoft Visual Studio" and I made a copy of the whole directory to another location in my hard drive. Then I back to installation screen and I accepted the message box. As it was expected original installation folder disappeared. I restored installation folder from the copy I had made previously. At last I created a short cut to "C:\Program Files\Microsoft Visual Studio\Common\MSDEV98\BIN\DFDEV.EXE" and started Visual Fortran from this shell without any problem. 1. open your VS folder and run setup.exe. A popup will open and then click on Install visual studio 2005 or 2008.....
2.After loading components, click next.
3.Next page will be your "MICROSOFT SOFTWARE LICENSE TERMS". Select " I have read and accept the license terms and then cleck next.
4.Select which feature you want install.
5.Ater Selecting click install....
