Either the Scanner fan or the Control panel fan has failed.
Could also be a power supply problem...not getting voltage to the fan in question.
If it's under warranty, call HP. If not call a printer tech.

Each toner cartridge has a small electronic chip attached to it, to feed info to the printer about each cartridge, i.e. how much toner is left. If this is a new cartridge return it to HP, or the place where you bought it. It is either missing the e-label or it is not working. If it is an old cartridge, get it replaced.
