You have to be the computers administrator to change any values on any hard drive on your computer. Click start control panel user accounts on the users tab click the name of the computer administrator you must have full control Click start click to open on my computer you should see your usb drive could be E: or something right click select properties there will be an array of options select the sharing tab option then advanced sharing make sure you have a tick in the share this folder box then click permissions make sure you have all 3 boxes ticked full control changes and read in windows 7 Click start control panel user accounts click on the administrators account if you have made one or you will have to create one in windows XP Click start right click on my computer select open
Right click the icon of your usb drive (It should be E:/ or something)
Click Properties in the menu that comes up
Click the Sharing tab
And finally, click Allow next to Full Control.
Click start click on my computer you should see your usb drive right click then select format another way is to control panel administrative tools computer management disk management right click on your drive select format
Hope this helps.

I had this same issue added music to my card did a safe remove from my comp. placed in phone and it stated "No memory card inserted" and wont read in adapter in computer Im so Sad i lost all my pics/memories :( it just means that the Card is Fried (Burnt Out) no way to fix this their just like SIM cards In 3G phones and if the copper bars get scratched or bent just the slightest bit it kills the SD card.

Try putting the memory card in your PC and formatting it from My Computer.
If you have a camera that takes this kind of card, you can try to format the memory card from there as well.

SOURCE: how to format my corrupted
If you a using a card reader that plugs into your PC and it STILL doesn't read from the card, this means that the card itself is defective and needs to replaced. You CAN try using another card reader to see if that helps.
Hope this helps. :)

SOURCE: my card is not detected
It would be a good idea to test the memory in another PC, if the problem continues, the SD has a file system that isn't recognized by your operating system or it has a bad file allocation table, if can be read only from a phone, camera or PDA , and it has data, you can use the corresponding device acting as reader connected to PC using its USB cable to retrieve your data from the card.
