Problem was found that a previous owner had HOTGLUED some wires that should have been soldered Initially scooter functions correctly. If I stop for a very short time (10-20 secs on occasions) the scooter might not go. Every thing else will work fine. It will give 9 blinks on the light which the manual says could be free wheel selected. At a random time later (3 - 30 mins+), scooter will function correctly. I have cleaned the lever and micro switch with silicon and metered it and all appears well. Problem hasn't changed.

The problem is that although it is physically in neutral, the safety switch for indicating it is in neutral is not working correctly. It could be the switch itself or the wire(s) from the switch. Get a manual and see if you can trace the wires from the neutral switch.
