If you need to get money back good Luck I recomend you call them. Sorry I do not have the # because I baned from them 2 years ago but you can look at the link below to get help. I will never use paypal again. They will always go with the buyer if you are a new seller. Now if you a buyer they will go with the seller. You need to wait 6 years if you are a seller. Ah yeah, if it's ebay related, Paypal now holds the sellers money from the buyer til the buyer either gives good feedback or something like almost 30 days passes with out problem. If the good feedback comes fast, you get your money. OR prove you shipped the item; usually with a tracking number that you'll put into ebay or paypal to prove it. They had that policy for a while now. I hate it personally.

To contact PayPal customer support, kindly click the Contact Us link at the bottom of your PayPal page.
On the new page which opens, you will find two options for contact: Email and Phone (See attached image). If you wish to contact by email, click "Send Us" link.
If you wish to contact by phone, here is the Toll-Free US number: 8666485843 (You will have to generate the Secure Web PIN by clicking the Call Us link. The customer support executive will ask for your account information and this Secure Web PIN)

If you know the email that you used when you made the account ...just under the email address and password on the login page it is a link named problems with the login ..Click on it ..and will guide you to a page with 3 choices..Select the first one (I dont remember the password) ..and insert the email address you used. then ..and the capsa code...with exact letters ..if they are cap locked use the same ..and click continue..it will send you a link in email and you will be able to access it and change the password
You will be directed from the link in the mail to a page where you will have to confirm the security questions chosen for the account ...to verify the ownership ...and after that you just insert another password..
