belt doesnt have to be broken, check the metal arm on the vacuum, see if there is build up of old rubber from previous belts, clean the arm that spins the belt and double check to make sure u have the correct belt

Hey there bankshots, if you look at the bottom of the head of the vacuum, you should be able to see the brushes. Their are some screws to remove to gain access to the inside of the bottom panel. When opened, you should be able to see the entire spinning brush assembly. On one side, there is an area which has no brushes and may contain the remnents of your belt which most likely is the problem. These belts are often replaced and not the sign of any thing to worry about. Replacements can be found at registered repair facilities. Alternately, a professional will do it for you for a modest charge. Also your warranty may cover this if your machine is less than a year old, or you purchased the extra protection from the seller. Good Luck!

I have a Kenmore upright beltless that suddenly, the brush stopped spinning. Do you have an answer for this?
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. On the Kenmore upright the belt is broken and needs replacing and you can take it to Sears / Kenmore or a local vac dealer and they can change it for you or you can attempt to do it yourself, usually it just takes a screwdriver and either a flat or a geared belt for less than $10.00 to $15.00 is an estimate.

SOURCE: Brush part not spinning
The hoover savvys have a reset button on the top of the hood, its to keep from destroying the belt. Simply press that button and the brush should start to turn.
If this does not solve the problem it is more than likely the belt (rubber band thingy :) ) in this case pull the bottom plate off again, but this time lift the brush out and slide it to the side and out from the belt. Then look inside the machine and get the belt off of the motor drive gear. Once the belt is out turn it inside out and make sure the teeth to the belt are all there. ( if they are not there will be burn marks.) If it is missing teeth simply replace that belt and you're back in business.
If it is not the reset and it is not the belt, some of those machines had bad switches in the handle. You will find that there is a circut board in the top handle which sends power to the vaccum motor but not the brushroller motor making it seem as if everything is running just fine. You will not be able to buy just the circut board, they come as an assembly and include the whole handle. Unfortunately there is no good way for someone unexperienced to tell wether there is power to the brushroller motor or not. In this case a Hoover service center would be able to assist you though you may end up paying a small labor fee.
