Question about Toshiba 32" regza 32rv530u 1080p widescreen lcd hdtv - 16:9 15000:1 d
Tv wont turn on looks like a capacitor is blown on the power supply board.
Replace the damaged capacitor and check first. If it do not help you, replace the power supply regulator board as card. It will be best, rather than trying to make the present one get repaired.

To start, the module with the blown fuse will have to be replaced. The rest of the boards will have to be verified to know which other ones may have been the cause of the failure.
You will have to give the set out for factory service to have it working again.
