Limited motion of hand wheel

In the middle of the stop motion screw wheel there is a screw, undo the screw and unscrew the stop motion wheel all the way off, you will now see a three pronged washer, take it off and put it in a different position, put the stop motion wheel back on and just tighten finger tight, tighten the small screw all the way, now loosen the stop motion wheel and press on the foot control gently, the balance wheel should move with moving the machine, if the machine turns then start over again, you can put the three pronged washer upside down if you wish.

Was all well and working before you did work on the bobbin area ?
Ensure the machine is unplugged & bobbin winder is set OFF as there is a clutch preventing the needle arm to operate when bobbin winding......remove the needle.
If you take the bobbin and hook out, can you manually rotate the handwheel forwards ?
If yes, this suggests they are not inserted quite right, or the timing is out of adjustment.
Can you rotate the handwheel backwards ? On some machines the clutch allows for reverse travel freely, but only around the 15 degrees you mention forward when the top cover is off.....there may be a broken or dislodged spring unit/armature inside top near the handwheel and bobbin winder assembly that is acting as though the top cover is open (a safety feature)....generally towards the rear of machine and acting like a log thrown into a gear.
This may help straight away, or only just start to unravell the cause....

Turn power off and wait about 20 minutes. Safety device will reset, and machine will be ready to operate, If this by chance doesn't work, Here is a diagram of a typical sewing machine. This fuse should be in the back next to the power box or motor

The clutch has fallen off the shaft. Remove the very small screw in the clutch release screw to remove the clutch release. Place the clutch(round thing with ears on it) back on the shaft with the center ears pointing towards the outside. Put the clutch release screw back on. Tighten it to make sure it works
properly. Put the small screw back in the clutch release screw and test it again. If it will not tighten or release properly, remove the clutch ,rotate it180 degrees and try it again.This should solve your problem.

well,it seem that your upper camshaft was stuck due to several factor on mechanical linkages and maybe on gears.You have to isolate the checking since you have clean lower bobbins free from dirt and thread/fabrics chips.If there an opening on top of machine open it to check some mechanical destorsion or breakage.Check some broken gears inside.If nothing try to open also at the bottom of machine cover and there are also belt and gears connected to the motors and bobbins shuttle holder if so oil all shafting oil port,oil port bushing specially on bushing near hand wheel there is port for oil,
check also motor assembly of machine,you can disconnect belt from motor release the bolt holding motor adjust to lower tension belt and release the belt.Take some tools such as monkey pliers or small pipe wrench that can hold hand wheel just crack in order to move suddenly after oiling for several hours sometime bushing and shafting rushes emerged or if you have anti rush spray put in on.After cracking and you can move a little crack only by your hand several time lleft and right until all linkages free from rush.If you can move all parts and hand wheel rotate freely.Check also motor by rotating the small pulley conncted to motor if free to move.if ok put back and reassembly all parts disconnected.try to move again by hand if free to move after all asssembly.Run machine using foot pedal.

It'a Smart by Pfaff. I can manually turn the hand wheel, but it stops about a quarter turn around and will not go any further.
Ok, thanks. First check to see if there is anything under the feed dog plate and down in the bobbin area. you may have to take the presser foot off to get in there and see. Use a magnifying glas to make sure use tweezers to remove errant threads and look for threads wrapped around things. After that check where the thread goes in to be attached to the take up lever. Sometimes it gets wrapped round in there. If you find nothing and still have binding it would be a part failing or bent. IN that case take it in for repair. Good luck
