All answer and help appreciated in advance. By the way I went through run>msconfig>System configuration utility > turn the safe boot in off (No safe boot or minimal is selected now). It got worse, Isn't?
FIRST, TRY TO CLEAN THE COMPUTER OF MALWARE, VIRUS..etc. Unplug, remove battery, plug in, Push on/off button with one hand, with the other repeated tap F-8 ,Just F-8, Boot to safe mode with networking, Open Control Panel, Power, Change to High Perrformance, in Advanced Power settings, Change Sleep tand Hibernate to NEVER. Download MALWAREBYTES freeware at : http://www.filehippo.com/download_malwarebytes_anti_malware/ . In the install, UNCHECK the TRIAL PRO version, you want the freeware version. Run a FULL SCAN, DELETE ALL RESULTS, REBOOT. IN safe mode with networking, Run a FULL SCAN with YOUR UP-TO-DATE ANTI VIRUS Software, Reboot. If that does not help, post results. OR, You should reinstall Windows, a fresh reinstall. With that many issues, and your skill level, take it to a QUALIFIED Computer Tech. You may have multiple issues, most likely, and all we can do is address one issue at a time. We are at a disadvantage, It's like, "Trying to do surgery, by instructing someone by sending them letters". Any number of Experts on this site could fix the problems quickly, if they had the laptop in their possession.

Try your old HDD in it and see if that works. If it does work then nothing is damaged except your DVD drive/Controller. Try putting the new HDD in another computer, installing windows then putting it back in the HP. If all else fails then flash the bios with an updated image and see if that rectifies the problem.
