SOURCE: Lower spray arm won't spin
Sounds like you may have put it together wrong. I would just take the arm back off and make sure that it all fits together right. A little tip for you too. Dishwashers will clog up all the time with water deposits and food gunk. There are all those expensive cleaners out on the market but the best and cheapest way to clean them is with white vinegar. Simply pour it into the dishwasher when it is empty and run it on the pots and pans setting on hot. Always make sure to pre heat your water too by running the sink till it starts steaming. This will make it easier for your dishwasher to heat the water. If you don't, then when you turn on the dishwasher it starts to fill with cold water and has to heat it on its own. Run the vinegar though through it at least once a month or so and it will extend the life of the dishwasher. Hope this helps. Cleaning the filter was the right thing to try.
Since you don't see cracks/breaks on the spray arm and it appears that it is spinning freely, I doubt that replacing the spray arm will fix your problem.
If your dishwasher is several years old, your problem is likely a failing pump motor, but before you swap that out, check that the impeller is not damaged. Good Luck!

under the unit where the water line connects,this is where the filters are.disconnect the water line take the fitting off that the line was hooked to,screen is there under fitting.

Sounds like you have a bad Control Board
But with the price it cost, you might be better off buying a new dishwasher, preferably a different brand, cause that washer has some bad reviews

The last two holes (the ones wich give the spin to the arm) are blocked. Remove the arm and try to unblock with a thootpick and by running water into the arm.
