Do not have a true answer other than to say it's probably a 5/16" bolt. 40 ft lbs would be about right for that

SOURCE: I need a replacement belt

Sears will not tell you what size of belt you need. They only list parts by part number. But this machine uses MTD belts and you can get them at searspartsdirect.com or your local mower shop can order them through MTD.
Part Listing: http://www.searspartsdirect.com/partsdirect/part-model/Craftsman-Parts/Snow-removal-equipment-Parts/Model-247886640/0247/1507200?sid=MMLxMerchandizexManualsModelxcraftsman%2088664x247886640
Manual: http://www.managemylife.com/mmh/owner_manuals/search?query=craftsman+88664
Here are the two part numbers for the two belts on the machine. MTD Part #: 954-0343
and #: 954-0430B

not nearly as critical as you think. I bet 40 ft lbs on all bolts would be fine. It's more the consistency among the Bolts than the actual torque

many Sears/Craftsman snowblowers have a shear bolt on the auger shaft or one on each side. This bolt is designed to break under a specific amount of force to prevent damage to the gear box or drive assembly if the blades encounter an immovable object or something becomes jammed (even a newspaper buried in the snow can cause this). They likely broke at some point during use in the past and you did not realize this, or they were not properly installed when the blower was new. If you check the auger shaft and find one or 2 holes that look like something should be there, then you found the most likely problem. If you reply with the model I can tell you exactly where to look and the part # or if you realize the bolts are missing you can contact that parts dept at Sears with your model and they can provide replacement bolts. Can be a pain with small things but a lot less expensive than a new gearbox.

Craftsman Snowblower. One auger is disengaged...turns freely when touched....does not push snow

the augers on many craftsman snowblowers have a sheer bolt. If the auger encounters too much resistance, ie, a foreign object like a piece of wood or even a newspaper buried in the snow, this bolt will break off preventing damage to the gear box, which is a lot more expensive to repair than replacing the bolt.
This bolt requires not tools to install, just insert and secure with a cotter pin.
The parts dept at sears can sell you the replacement bolts with the correct sheer force rating. Have your snow blower model number handy when you call or go in.
