The car makes a loud noise when turned on on very cold mornings. The noise seems to be related to something turning because the noise seems louder every 2-3 seconds. Once the car starts to drive, it still sounds off for a few minutes, but it eventually goes away. It doesn't make the louder noise when driving.
Also, I'm not sure if this is related, but sometimes the wheel seems harder to turn when I first try to pull out in the morning. Could this just be low power steering fluid?

It was about 40 degrees for the high temp today and the steering on my 1998 plymouth breeze locked up completely and I also have been experiencing the same problems exactly as the previous post. thought it may be the power steering pump but I dunno. I've always been a Lincoln or Chevy kinda gal.
