This message means you are already running Service Pack 2 or later , so why are you trying to install Service Pack 1 (a 4 or 5 year old update) in the first place? Any computer made in the last 4 years already has SP1 or 2.

There should be a specific version of the runtime when it gives the error, search for what is called the re-distributable for that version for example visual c++ 6 or 2005, etc. run that installation package from microsoft, and it should resolve these errors.
You cannot download Foxpro 7 either as a trial or free version. You may be able to pick up a copy on eBay
