Sounds like you have cartridge fuses in your house. When only one is blown it can cause interesting results. The clock is probably feeding back through the burner. This lets enough electricity through to run the clock and othe small things but not enough for heat. Have all the cartridge in your house tested. I'll bet either one of the mains or range ones are bad.

Return it. You purchased a "usable" gas range. whether it was on clearance or not is immaterial unless you purchased the unit as a non-working unit. If the personnel in the appliance dept. are not willing to exchange the unit, ask to speak to the manager (store Manager, not appliance dept manager). Explain to the manager that you spent your money for a usable range and the range you received is not usable. If the manager is unwilling to exchange the unit, ask him for his full name and the number to the corporate office of Lowe's. Remember, the unit was already exchanged once, so the story they will try to give you is that they only authorize repairs for non-working units is a lie or you would not have been able to purchase the unit you have. If you cannot get a new unit, do call the corporate office with the name of the store manager, explain you were sold a piece of junk that the store knew had problems and that they informed you were corrected. The problems were not corrected and you would have never purchased the range knowing the problems still existed. stand firm, you will get a new range to replace the one you have

Thank you for accepting my bid. The ignitor switches are the problem. This usually happens when they get wet after cleaning the cooktop. Most of the time they dry out and will work a few days after. If they continue not to work properly they will need to be replaced. The switches just clip over the gas valves and are not hard to change. If you do need to get the part numbers for the switches I will need model number. Thanks again if you have any more questions let me know

Either there's ashort in the stove top or the wiring going to the appliance. Sorry but I would have to see it to see exactly how to fix the problem. the top needs to be removed and inspect the wiring to it. Test the top with a voltmeter forshorts.
