Installed new HDD- HDD tests good using Seagate Seatools for DOS bootable CD to check the drive. When running the Toshiba recovery CD, it runs the preliminary steps- says it is running or installing Windows 98- warns about erasing drive- hit F1 to continue, then the next step that again warns it will reformat the drive, and to continue, press C. After pressing C the computer instead re-boots and starts the process over again. I had a similar problem when a few days ago I could not find my recovery disc and tried to run a CD that had a version of Win XP on it. It went through the drive formatting process and the process of installing a lot or most of the files, but then at the end, rebooted and started from scratch.
It may trouble with RAM or hard drive, please check them on other system for confirmation
I wish you guys would actually read what the question says. Sorry to be testy, but I have been going through all sorts of unhelpful and basically completely innacurate information in different forums. I plainly stated I know the drive is good. The computer ran fine until the old hard drive became unreadable as far as accessing the OS. If one of you guys doesn't specifically know why my laptop would do exactly what it is doing, please don't post a solution.

SATA drivers are on the xp disk,you just hit F6 during the install,when it ask you to.
Setup boot can be downloaded from here Just scroll down to the xp section and download to your desk top.Make sure you have 4- 6 floppies ready.once downloaded to the desktop,double click and follow the instruction.

Excellent description of your problem, I am not familiar with sata drives much although I'm using one in this system I've just built, still an ide guy.
Anyway I presume you just want to install Xp and start afresh? as this is a refurbed machine?
I've never come across F11 before and have installed Xp on many systems.
Perhaps the operating system install files are corrupt?
Try removing the hard drive and make sure it is firmly secured in its caddy. Look for clip damage too as I've broken a tag off this Sata lead, replaced as wasn't secure enough for my liking.
When you start do you cold boot with Xp cd in drive press any key to boot from cd and allow Windows to load all necessary files for full installation.
If this is so and you still get the F11 after system re-booting 3 or more times during install I would be either looking a trying another o/s or hopefully not a machine fault?

Log on without the Windows XP installer. If you don't have a Windows bootable CD, use another computer with internet access so you can create an emergency recovery disk (ERD) that will allow you to unlock a Toshiba laptop. Browse through the internet and search for ERD software.
Burn the ERD program into the blank CD and use it to reboot the Toshiba laptop that you want to unlock. The computer will automatically detect the program, so it will take you to a series of prompts where you can change your password.

Mark G- this is incorrect information that you have posted in your solution. If you knew what my laptop model was, you would know that the recovery disc DOES have a basic version of the OS on it. Only Toshiba laptops after 2006 started putting a recovery image partition on the hard drive. Again- I wish you would read what I have written. There is NO OS! It is a new blank hard drive! If the recovery cd properly went through it's steps, it would format the drive and do those things. I have done this one time before after the original drive died. I need to know why the process is stopping and starting over.
The other thing it could be, is my DVD drive is a little bit suspect. Obviously, it does function with some things
