Go to the PayPal web site and click on 'Sign Up' at the top of the page.

Select which type of account you want, either an account just for making purchases, an account for buying and selling or a business account.

After selecting that, the site will take you to a page with the form you fill out with all your personal information.

You will have to have a valid email address and a valid home address.

You should be able to take it to the local post office if your authorized to do so by the person sending you the picture.

You can contact Microsoft support inform them of your account and tell them your payment information.They will be able to help you, but there is a chance that since you gave that person your information you may not get it back.

Unfortunately most retail establishments and manufacturers require a proof of purchase to validate the actual purchase date. I would ask the person who gave it to you politely to furnish you with this information.
