DO YOU HAVE THE CORRECT DRIVERS

IS THERE ANY OTHER DEVICE CONFLICKING WITH THE OPERATION OF THE VIDEO SIGNAL.

YOU COULD TRY IN THE SAFE MODE

GO TO CONTROL PANEL, OPEN DEVICE MANAGER, PROBLEMS & REPORTS, SYNC CENTER IF THE MONITOR IS PLUG AND PLAY DEVICE LIKE TOUCH SCREEN.

You haven't given us enough information to give a "good" solution.

Try the video-card in another computer.

Try connecting a different monitor to the video-card.

Try a different "data" cable between the video-card and the monitor.

Ati radeon 9950GT

Your card is probably overheating and damaged. Fan may have failed and let card over heat. Dust can cause this also. Check with manufacturer and see if it is still under warranty.
