This mean your computer has not any boot sector to boot, you need to re-install windows prior to formatting hard disk.

Pc won't let me reformat it i've no disc because it's built in on the hard drive please help

If you want to reformat a harddrive on your current computer, you need to remove the drive and plug it in as a secondary drive on another computer. Then formatting is easy.

Alternatively, you can use your operating system installation disk and format before re-installing your OS.

Buffalo 640G X HDD wont show up on pc

You did not state the port you use to connect it to the system. It could be driver conflict. Try checking your device manager to see if there are faulty drivers. Try reinstalling the driver for the drive if it has one.
