Question about Dell (HP-L161NF3P) (P0813) 160-Watt Power Supply

my Dell GX270 SFF often does not start at the first time especially on a cold day.
The problem seems to be the powersupply. I have temporary used the PSU from an other machine and it works.
So I think the PSU is worn out. Is there a possibility to replace the capacitors or other error-pregnant parts?
The machine is 4 years old now and out of guarantee.
You're on the right track... failing capacitors were a real issue for these Dell PCs (and others), in fact I would be surprised if there wasn't at least one failing capacitor on the motherboard as well.
Not an extremely difficult task though it requires some electronics skill, suitable equipment & appropriate replacement components, try brands like (but not limited to) Rubycon, Panasonic, Sanyo & SamXon you're looking for Low ESR rated capacitors of equal voltage rating & capacitance.
Additionally 10v capacitors can be replaced by 6.3v items as you're only looking at 12v, 3.3v & 5v being produced within the PSU.
