There is a small diaphragm inside the carburetor that uses the intake pulse from the engine and the rise and fall of air pressure to pump the fuel. Here is how it all works. The pulse passage is very important and is fairly small, going from a hole in the carb to a hole in the carburetor adapter to a small hole in the engines' cylinder. Of course though, the pulse signal is created by the engine.
You need to check the condition of your in-tank fuel filter, the fuel lines and the carburetor itself. The small parts in the carb tend to dry out over time and cease to function. Gasket and diaphragm kits and complete rebuild kits for the carbs are available. Here is how they work.
