If the set is still in warranty I would get a shop to fix this. If not and the set is over 5 years old and had a good picture in the past, I would suspect failing capacitors in the vertical circuit. On older sets, you could adjust this out with controls located on the main circuit board. With these newer sets, you would have to adjust it via service menus using both the remote control as well as the video button on the TV itself. For instance, on a model PF2720 which has a CH-16CD chassis (may or may not be the same as yours) you would have to first decrease the volume to zero then press both the mute button on the remote control and the video button on the TV at the same time to get into the service menu then by using the menu select buttons on the remote control go down to where the symbols S2 VAM comes up, and that setting when adjusted would vary the vertical height of the picture. It might also be necessary to adjust the VSH to shift the vertical up or down so there are no lines at the top of the screen and you could still read the bottom. When finished, you would have to press the timer(?) button on the remote the key that looks like an apple with a stick in the center to get out of the service menu. Note that if you try this, do not tamper with any other adjustments, or you may never get the set back to normal again. Since I do not have the instructions for your particular set, you may not even be able to get to these adjustments by using this method. If you have a TV shop nearby, they may be able to do this for a nominal charge as they would not have to take the back off the set to adjust it. If you do decide to do this procedure, write down the values before changing them in case you have to back track to where they were.

I had a similar problem and corrected it with a solution found on another site. Try hitting the I/P button on the remote which controls whether "Interlaced" or "Progressive Scan" is used to display the image on the TV. Mine worked when "Interlaced" was used. but no picture was displayed when "Progressive Scan" was used. The I/P button toggles between the two settings.

Sounds like the power supply regulation has gone high volts, and the screen is blooming because of it. I suggest getting a tech to look at it, will probably have the usual issues of capacitors failing in the power supply. Cheers
