Motherboard failure. You can find replacement motheboards on Ebay but this is such a low end system it isn't really worth repairing

If you mean that your Num lock , Caps lock, and Scroll lock LED's are all flashing then this indicates there is a problem with your motherboard.

Laptop will not turn on I push the power button the scoll lock, num lock lights flash mutiple times and then the battery light falshes once and it goes off. nothing comes up on the screen.

This sounds like a hardware failure. It could be the motherboard or one of the components such as the CD/DVD, wireless card or some other hardware component. Try running the on board diagnostic tool. If you are not able to run the diagnostic, try removing the wireless card, the CD/DVD drive, and the network card one at a time. If at any point the laptop powers up fine then that component is probably bad. You might also try re-seating the memory and the hard drive. Most likely the motherboard has gone bad in which case I would recommend taking it to a reputable repair person.

My function keys are turned on. how do i turn it

Press the Fn key and the Num Lk key... the reason that your j is a 1 is that the J key is the equivalent of the 1 when the Number lock key is activated. There is a little light up near the power button that shows a lock with a 9 in it... hit the Fn key and the Num Lk key till that light goes out.

Inspiron 1100 will not boot up-suspect power problem

I would hook it to an external monitor first to see if the screen is blown.
If it comes on, keep pushing F12 to get the diagnostic screen.
Run a complete test, it will give you error numbers.
