I hear you!! I found that you have to press the green steam light (left side) TWICE before steam is ready. After your second press, the machine will make pumping noise, then all lights will come on. From that point, the cappucino/latte steamer will work as manual describes.

The buttons on the machine are programmable. You've likely inadvertently reprogrammed the button.
Hold the button in until the correct amount of beverage has been dispensed. After that, pressing and releasing the button will dispense the set amount of liquid.

These are oval security screws. Get a hex security bit which has a large enough hole to fit loosely over the oval. Squeeze the tip of the bit till it fits snug over the oval head.

I solved this problem by realizing that I had forgotten to insert back a certain piece of plastic, that I had taken out to clean. this caused the blinking light
