I had this same problem. On the bottom of the head there is a slide switch. Lay your machine on its back and you can easily see it. Slide it back and your problem should be solved.

SOURCE: pressor foot will not completely
Good day to you!!!
I am suggesting you to put an oil to that pressor foot and also all parts which you think need to be oiled so that it become soft and easy to use..
If this suggestion does not help please have a comment so that we can make another steps/solution to it...
