The belt might be streched or broken, also you could have dirt in the bearings on each end of the brush bar. either one of those will cause it not to turn. You will have to remove the brush bar to check that is does not have debris in it. you cant tell from just looking at it still in the vacume.

Very likely it's the cord at the nozzle neck. These cords flex when you vacuum and they often break internally where the cord goes into the neck. Turn the vacuum on and wiggle the cord at the powerhead and see if the powerhead comes on and off. If this happens, then you will have to replace the cord.
On some of the early models, the receptacle in the hose, where it plugs into the top of the wands, will break away from the plastic pins it sits in, and the receptacle will slide back into the handle, which means that it will not plug into the powerhead connection when you connect the hose. You can check this by looking at the end of the hose and observing if the receptacle is sitting flush with the opening it sits in. If it is pushed back, it will not make a complete connection with the powerhead cord that is sitting at the top of the wands.

The belt could be stretched and that could be causing the slip. Or you could have the wrong belt if you've replaced it recently

The power head motor's only purpose is to operate the brush, so that's normal.

Yes, make sure it is completely dry. Other wise, very fine dirt will be much more difficult to remove.

The suction is quite poor, also definite burning smell after normal use. we only have about 3 years would it be the engine

I would check the drive belts for the beater brush and make sure the beater brush itself is free to move in the holders. Clean the beater brush of all debris and add a bit of WD40 on the two ends between the brush and the holders.
I do not charge for my advice. : )

Wiring diagram s3755 hoover

Today I shortened my hose by 4" to get around a tear problem. You can use an Ohm meter to find the right 4 wires. When looking from the top of the canister with the hose heading to your left, the wires should be:
White (furthest connector away from you)
Black - to the switch
Red
Blue
With the Red and Blue going to the speed con trol curcuit board.

The belt keeps on slipping off causing the brushes to stop

Over time the belt stretches and gets to big to stay put all of the time. Get a new Hoover belt and install it. That will solve your problem
