Do I need a new control panel if my compressor kicks off every 2 to 3 minutes?

check the outside unit is clear and has lots of air flow, try cleaning the outside with a garden hose, most likely the compressor is cutting out because it is getting too hot.

What causes a window unit air conditioner to run for 5 mins then runs only the fan?

It could be low on freon. or the compressor may be getting stock puling hi amps, and the overload switch is keeping it from kick in inn.

The air conditioner makes a loud sound when the ac trys to kick in. When i put it under fan it works fine and makes no noise.

Sounds like your compressor is seized/stuck and the unit needs a new compressor. If this is the case it should make a loud buzzing noise for a while and then click when it stops trying.

Air conditioner fan comes on then surges for compressor and stops

You can check if theres power to the compresor by pulling the wires off it and turn it on with the volt meter at its terminals if there's power the comprresor is either burned out jamed or grounded.

AC/Heatpump units cycle numerous times blowing ambient air.

If the compressor never kicks in, I would check the start capacitor, thermostat and the compressor windings. Most times the start capacitor is defective. Some window air conditioners the fan will run while the compressor stop through the thermostat switch. If the thermostat switch is bad every thing runs except the compressor. Let me know, Thanks, Sea Breeze
