Circuit board blinks 4 times

I am only guessing since you have not given very much information. I would check to see if you have the power phased right. Some boards are polarity sensitive. Which means that the common should not have voltage to ground. Check and make sure L1 has 120 volts to ground and common. and that you have 0 volts from common to ground..

Philips 32PF9976-12...panel model number ??

There is good reason the part number for the panel cannot usually be found.

In every case the cost of the display panel (main screen complete) well exceeds the cost of replacing the set.

Shop I work with has to call Tech line to get a price---if panel is bad it is fatal.

Mr. Heater Natural Gas Garage Heater - 45,000 BTU. Power 120 volt and 24 volt good. Thermostat calling for heat, but nothing happening??

Check for a fuse either in-line or on the circuit board. There should be 24 volts going to the thermostat. If not, you have either a bad transformer or a bad thermostat wire. Jump out the terminals that the thermostat wires are connected to. This should force the unit to fire. If not, bad circuit board.

Fried Epson Stylus Photo 2200 by plugging into 220 volts in Europe

Buy a new/refurbished printer from Epson.com. They are cheap, come with a 1 year exchange warranty and do great prints. Prices for All In Ones start at $36USD, the ink costs more. I check Epson's voltage and I only found 115V AC, so you must use a transformer. I would also get a CISS and Waste Ink Container at the following: http://www.inkproducts.com/ink-store/
Saves tons of money and never change or buy another cartridge.
