When I use the shower, the unit defaults to level I heating. Why is water not hot enough?

it probably has an anti-scald control in the shower line that lets cold water in to prevent burns
If so that unit has a wax bulb that sometimes fails and the default fail setting is cool water
have a plumber check it out

Triton Ivory 2, 8.5 kw electric shower flow has been getting porgressively weaker. Mains pressure if fine. Shower head is clean.

there could be a blockage on cold water connection which may have a filter which needs cleaning or the heating tank inside the shower could be blocked with limescale try cleaning the filter you cvould also check the shower hose for blockages or kinks

I can't offer you a solution but will say that I have the same problem with my Triton Dart. I have put it down to a build up of hard water inside the valve but not sure. Think I'm going to have to contact Triton under their warranty although they do say that they will not cover faults resulting from limescale.Great

these units need lots of flow to start and run. Set the temp on the unit lower and the people in the shower will have to use more hot and less cold which will make the unit more stable.
