Question about Toshiba 32AF45 32" TV
Since there was a power outage, you might check the
regulator circuit in the power supply,since the horiz output
is evidently good........T.

If one of the secondary supplies is shorted, the power supply will "chirp" when plugged in. This is the power supply's way of protecting itself and this usually happens when the horizontal output transistor is shorted. The only real problem I find with front AV jacks is that they crack loose from the board, because they are subjected to the extra stress of the AV jacks being constantly plugged in and unplugged.
