Without details on the hardware, this is just a guess, but you might try an updated video driver

What setup should I be in to successfully watch over S-Video. I get wavy and jumpy and white-out reception.

Assuming you have S Video inputs on your TV and S Video output on your Video Source, there is no connection easier to install. Either use the 4pin MiniDin lead or phono plugs for composite video.

When i scroll up and down the page is wavey

If for wavy you mean that it is very jumpy as you scroll, not smooth, then it is a classic sign of the incorrect driver for your video card.

Screen jumps up / down, scroll wheel not working

My guess is that the scroll-wheel is being pushed down, even when you don't think that you are touching it. It might be "locking" in the "down" position, thus causing it _not_ to work when you do try to scroll.

Wavy scrolling

sounds like your screen settings need to be optimized for performance..go to control panel, system, advanced, and top panel should be visual performance. open that up and see which makes it work a bit faster.
