You can download the manual for this phone from GE here. It explains (page 30) that the light remains on when the phone is charging or the line is in use, and flashes when you have an incoming call or waiting voicemail if you have that feature on your phone line. Your phone is working properly.

Remove the battery, wipe the phone contacts and battery contacts with a dry cloth, then reinsert the batteries and check to see if the charge lasts longer. If there's no improvement, it's time for new batteries.
as with all devices which return to base for charging, the life of the re-chargeable batteries is shortened if it is constantly trickle-charged, so as with a moble phone, it is good to sometimes let it run down completely and re-charge as the battery charge will last longer, batteries are like muscles, they need excercise.
This does not sound good. If you have one working phone and you have swapped batteries around and still the same single phone works.... you know it's not the base unit, charger stands, power supplies or batteries. You have eliminated everything but the phone itself.
Unfortunatley these low end cordless phones cannot be expected to last. 6 months is pretty bad but I'm not surprized. These sell for $30 each new and I bet a replacement battery is $20.
