This is a result of a failed Motherboard, there's a Power director chip on the motherboard "Max1987" that has bad soldering on it. There was a whole production run of these that this happened to. If can be fixed but it takes someone with specialized equipment and expertise to do it. If it's out of warranty, don't bother calling HP they won't fix it for you free. They'll charge about $400, you're better off to sell it for parts on EBay and buy a new system.
