My Samsung electric dryer runs but doesn't get hot

Clothes dryers usually have one of three issues when they fail to heat.
Taking a good electrical meter ( with ohms readings), check first the heating element.
If it checks good, then try all of the thermostats and the fuse. (There may be as many as 5 thermostats.)
You will need to unplug the wires off of each of these items that you are testing before you test them.
Whilst you are looking, be sure to test the two hot leads from the circuit breaker box, because one of the two hot lugs is for the machine operation, one is for the heating element.
God bless your efforts.

Where is the thermal shut off fuse located and what does it look like. DV331AEW/Xaa

The thermal fuse is located on the blower housing. You should check out this link to www.repairclinic.com
for a lot more info on this and other possible items that could cause no heat. The link is; http://www.repairclinic.com/Shop-For-Parts/a8b160c44d1067187/Model-DV331AEW-Samsung-Dryer-Fuse-Thermal-Fuse-Breaker-Parts

Amana dryer model YNED7200TW will not start. there is power, but start button does nothing. Resetting breaker did not work. Any ideas?

Thermal Fuse

Item #2986 (OEM Part)
$10.70

Thermal fuse. If the dryer overheats, this device stops the flow of electricity to the heat source and/or the entire dryer. It is located on the blower housing and cannot be reset. The most common cause for overheating is a vent tube clogged with lint, a birds nest or other debris.

The Dryer does not heat. The load is not too big or too small.

In most cases, a failure to heat is caused by a blown thermal fuse or high limit thermostat. Usually it is the fuse, but the fuse may be blown due to a defective thermostat. To find the location on your specific machine (and purchase the parts) try www.appliancepartspros.com To test the fuse, WITH THE MACHINE UNPLUGGED, put an ohmmeter or continuity tester across the fuse with it's wires unhooked. It should have continuity. If it is open, replace it. If the thermal fuse blows, it is fairly common to find the dryer vent partially blocked as well. Make sure it is clear. Thermal fuses are fairly cheap, but you don't want to have to replace it every other week. Good luck.
