The phone has been sitting in a closet unplugged for a year, not sure how old the batteries are. I can get a dial tone out of the base unit, but the handset that sits in the base and two other (charged) handsets don't get a dial tone. They just blink '11 missed calls' from when it was previously in use with another phone line. Do I need to swap out the rechargeable batteries in the handsets? Do I need to re register the handsets (seems unlikely). Do I need to toss the whole system and get new phones? It's for a rental property and the new tenants arrive today. Would like to figure something out for them. Panasonic wanted to charge for phone support to troubleshoot. Would pay that if they thought they could help me solve it, but the tech in the Philippines couldn't promise anything.

Probably defective unit.Try and get it replaced.
On another note, when these phones act like they are going to **** out on you in about a year (manufacturers often use the lowest bidder for batteries on these), replace the batteries with Energizer rechargeable equivalent. That exact scenario worked great for me and my older Panasonic setup is running 4 years strong on the Energizers.

Do you even hear white noise? If not, it sounds like your phone's speakers may be broken, or it has water damage. If your landline is connected to more phones, ask yourself these questions:
Do all of the phones have this problem? If so, it's a problem with your connection, not the speaker.
Is there a volume button anywhere on the phone or the base? Try turning it up.
Do my phones make a "beep" noise when i push the buttons? If not, did they used to? If they don't, then it's likely that the speaker is no longer working properly.
You may need to contact panasonic and see if they will replace it for you.
