Question about Cell Phones
I will assume you have a data plan already and are using an Android phone (since you didn't indicate anything). You can either subscribe a plan from your carrier that will allow your phone to act as a modem to tether to a computer to give your phones internet access to it - or enable your phone to act as a mobile hotspot to provide wifi access to other wifi enabled devices - if your phone has the hardware that supports this.
You may be able to use an application called FoxFi. It is available in the Google Store for free for the first gigabyte or so, then you will need to buy it ONCE, for less than $10 - as opposed to subscribing for $10 - $20 or more / month. You will have unlimited use of the program with no restrictions on the amount of data it transfers.
Regardless of which way you decide to go (subscription od FoxFi), your carrier's data meter will be running. If your data plan allows for 2GB of data / month, you will pay extra for usage that exceeds this amount - again - this is regardless of whether you're using FoxFi or have a subscription to share the data coming into the phone.
If you can and do create a mobile wifi hotspot on your phone, make sure that you have secured your network with WPA or WPA2 security encryption to prevent unauthorized access to your connected devices and data stream. It is too easy for people to monitor your data stream and pluck usernames, passwords and account information from an unsecured hotspot.
