The new HP laptops do not come with CDs you have to burn them with the HP program that comes with your computer.
Since you have formated you cannot create the CDs.
Try this first by using the HP Recovery Manager :
If that does't work then you will have to get a vista CD from a friend that is compatible with that system you have eg Home premium and then use your licence number that is at the bottom of the laptop.
then you will have to download the drivers:
You might also ask an HP representative in India if they can order the disks for you and how much to pay as the guarantee doesn't cover user errors.

Well, this may make you think twice:
I bought a presario from circuit city last year, and I paid $200 to downgrade to XP. Everything was fine until it crashed last week. IT went completely bizzerk. HP won't provide support, cause I changed it. Circuit City is out of business, not much help there.
Basically, I am completely #$%%@@.
I am now paying to get Vista put back in. :-(

Sounds like you need to take it in for repairs, clean outs and/or replacements.
This product is known for it's heating issue and power consumption. Maybe the fan is starting to wear out and it's affecting the rest of the system. I would suggest checking the warranty on the system, if it is no longer valid, then I would look for a local tech in the newspaper.

Flickering is a back light issue, jumping around would be caused by the screens reaction to a bad inverter and so would the backlight as well. So flickering backlight and jumping would be a inverter issue causing both problems so I would replace them both.
