If there is no light coming from the lamp in the scanner and the carriage is not moving this is a serious problem. It could be that the main board is bad. Typically the exposure lamp is just burnt out but if the carriage is not moving something more serious is not working. Just to verify open the document feeder on top and press the start key. You should get an error code if the lamp does not work.

Sounds like the warm up controls are not opperating properly. Or it is in a very cold environment. The "fuser" that provides the heat required to "glue" the toner to the paper may be defective, or the connections to it's controller or the controller is defective. Temporary solution may be to leave it "on" overnight to keep it as warm as it gets in the afternoon. Will take more electricity. But eventually it will need to be repaired, or replaced with a lightly used equivelent. It may be less costly than repair.
Lens Motor, under the big glass is to your right is the lens assy. there is a motor that works the mirrors on that side it is either jammed or burned out. Or worse case the board controlling it is bad. You have a Legacy Minolta Machine, get a tech out (Old School one:))

check your corona or high voltage charger . meanwhile you can remove the developer tank rotate it manually & if it rotate fine ,remember that their is a door actuation switch that wouldnt allow the copier to rotate while the door is open . you can remove the tank & use hand to mark the toner surface then restore it & on the copier ,then remove it to know if the mark rotate . if your corona wire cut, burn or if the charger is spoiled all these can cause blank copy
