I have a 4-year-old HP Compaq Presario CQ60. Last night it shut itself down, due to low power, even though the charger was plugged in. Now, when the charger is plugged in the power supply indicator light stays on. When I try to power up the machine, however, the CHARGING light flashes three times, and nothing happens. I have tried just the battery, and just the power cord, and still the same results. What should I do?
Three blinks in a row is the LED code for a memory issue.
Turn the laptop over, remove the panel over the RAM, remove the DIMMs (it will likely have 2 in it), place one in at a time and try powering the system on.
One of the two is likely bad although it is possible (although very unlikely) that both are bad. It should boot up when the good DIMM is in place. Once you have identified the bad one, buy a replacement or possible choose to upgrade the total amount of RAM.

To be very sure of what the problem is, try to test the your laptop with a another friend's battery, or through a technician first. If it powers, then try and test the laptop again with another AC Adapter, from someone who uses the same type, or a technician.
Trying out these two things will give you a clearer and better idea of what might have gone wrong.

Power drain would be a better solution in this case.
1.first shut down the comp
2.unplug the charger
3. remove the battery
and after press and hold the power button for 60 seconds without any charger and the battery.After the 60 seconds replug the battery and the charger and turn the computer .

Seems to be a problem of not enough power.
First check the voltage output of the charger(adapter) and match it with its specs.
Also try to reset the hardware using the following steps:
1 Disconnect battery and the charger
2 Let it sit for 1-2 minutes.
3 Press and hold down the power button for 30 seconds.
4 Reconnect battery and charger and try to start by pressing the power button.
