Generic problem for all PC Laptops

The screen only give a light blue window

i have a HP Pavillion zv5000 laptop computer. when i boot in up, the screen lights up with a light blue color and will not continue the start up.

1. Remove all USB devices such as printers, mp3 players etc etc.
2. Remove the power-cable and the battery
3. Press and hold the power button for 30 seconds
4. Put the power-cable back in but not the battery and none the USB devices.
5. Turn the computer on

have you made any system upgrades or changes
like memory or OS
Can you get into safemode by pressing F 8 constantly while in restart
