The machine's fill valve needs to be replaced, it is no longer closing (shutting off) completely.

This is a fairly simple repair, you won't need to remove any panels from the machine other than the small one to which the valve is attached.

In the meantime, you'll have to manually turn the wall valves on and off whenever you need to wash clothes. Don't forget to turn the valves on BEFORE starting a cycle, or you may toast the fill valve completely.

In my experience, I've had the replace this valve about every four years, but it is a simple repair. While you're at it, you might consider replacing the water hoses as well, especially if they are the plain rubber variety. Stainless-braided, long-life hoses are now available.

Water runs but doesn't fill tub and wont spin if put on spin cycl

The water-level switch regulates your washer's fill volume. This switch is usually a diaphragm device with a small, clear tube attached between the switch and the bottom of the washer's outer tub. As the water level in the tub increases, the pressure on the air in the tube increases. When the pressure reaches a certain level, it activates the switch, shuts off the water, and signals the timer to begin the agitate cycle. If the switch is defective, it may prematurely signal the water to shut off. If so, you probably need to replace the water-level switch.

When tub filling, it drains out at the same time.

The outlet of the drain hose must be higher than the water level inside the tub--normally the pump inside removes the water when needed. Get a plumber to install a proper height drain pipe for you.

Tub fills only 1/2 full but water keeps running as if the tub is not full. If the water level is set to 1/2 or less, tub fills 1/2 full and begins to cycle. The water is running into the tub but not...

Check the drain hose to make sure you have a high loop, ie. make sure the drain hose loops above the height of the washer lid before going to the drain pipe.
Also make sure the drain hose is not going too far down into the drain pipe.
You may be getting a siphon effect.

Washer fills up only half way but water keeps trying to fill tub

That is because the water level switch get stuck when water level reaches that particular point.

The water level switch is activated either by a floater sensor or by a membrane sensor that detects water pressure/volume, depending on the model.
On washing machines it is usually a membrane switch, and that is faulty on your machine.
