Yes , if the fax machine says low ink or toner , then it needs it alos check the drum corona wire, It may need cleaning, and you can clean it using a #2 lead pencil eraser, Gently in the wire, then replace wire and try receiving a fax.
Surely you don't have blank copies rec'd and sent as these are two different parts of the machine entirely. I'll assume you mean rec'd and copied. Sounds like you've left a packaging seal on the cartridge to me - or it's a faulty cartridge. Remove the cartridge and check that all packaging has been removed - especially plastic strip that prevents toner from dropping into the cartridge.
Try making a copy of something.
If the copy comes out the same way as your faxes, then the ink cartridge is either dirty or clogged.
You can try removing the cartridge and checking the bottom of it.
You can even wipe the bottom of the cartridge with some denatured alcohol.
If this doesnt work, then purchase a new cartridge and your problem should be solved.

Unfortunately there is no fix for this problem as the system board is corrupted. Try powering the machine of from the wall socket and then powering back on. If this doesn't work the machine will be more cost effective to replace.
One question though is it an original cartridge that is installed if not install a new original ink cartridge.
