Your TV might have and AV In connection. If so, buy one AV to SCART connector socket from local electronic spare part shop. Thus you can convert the AV in to SCART.

Press the "TV/AV/PC" button to display the choice of input sources, move to the required choice (SCART in your case) using the channel up/down buttons, then press the volume + or - button to selectyour choice.

A lot of low-cost TVs do not offer the option for parallel (let alone separately controlled) output for headphones and main speakers. In fact a lot of low-cost TVs do not have any audio output whatsoever. If you have a headphone socket you can consider yourself lucky in this regard. And if you do I am not sure what your problem is. You want to have both running at the same time? This can be arranged with a little effort, but it would be inconvenient and risky as both will be commanded from the same place which means that any time the person listening to the TV speakers wants to change volume the person with the headphones will be affected as well.
