Have 40 gallon electric hot water tank 10 gauge wire 20 amp double pole breaker federal pacific fuse box red black ground wire shows power on 2 hrs now not even Luke warm water what could be wrong

I'm an electrician and can help. Federal Pacific equipment is tough stuff. The company went out of business decades ago - due to faulty equipment they made. Aside from that..

There may be no power out of the breaker, bad connections between the breaker and water heater, bad thermostat, bad hi temp sensor, bad heating element and more. I wrote the article linked below - that will help you find and fix any of these problems and more - assuming you have the equipment and ability to work on electric water heaters. If not - call a licensed electrician.

We have a Richmond 50 gal Rheem model 8MV50-2 that blew out the bottom element. We changed both elements and refilled the tank but the water heater won't heat. Do we need a new tank?

Electric water heater is fully repairable unless it is rusted out.
All 2-element tanks are 240Volts.

If you have NO hot water, then suspects are 240Volt circuit supplying only 120V, reset button is tripped out on upper thermostat, bad upper thermostat, bad upper element.
If elements were not completely covered with water when power was turned on, then elements will instantly burn out.
When filling water heater tanks, open bathtub spout. Wait for water to come out full stream. Then open TP valve on water heater for a moment to remove last of air. Then turn on electricity.

Put in new elements was told they may be the problem that water heater just stopped working but hasn't come back on. Whats the correct process to put in new elements to insure operation of unit

Links below show step-by-step photos:

http://waterheatertimer.org/How-to-test-water-heater-element.html

If you turn power ON before tank is completely full of water, elements will instantly burn out.
For example if tank was half full, and power was turned ON, the upper element burns out, but lower element is still good.
If upper element is burned out, the tank will produce no hot water
If lower element is bad, and upper element is good, then tank produces some hot water.

Another thing to consider is the electric power going to water heater.
You mentioned elements, so you have 2 elements, which is 240Volt water heater.
Check wiring to water heater:

Have a new electric tank, top element wont come on,replaced thermostat 3 times top element comes on once but next morning not enough hot water&top element wont come on,can someone help? thanks

The top element only comes on when the heater is about out of water. The water is directed to the bottom of the tank. Cold water stays on bottom, Bottom heater element heats water. If you use all that water then the top of the tank gets cold and the top element comes. When the top of the tank is warm, then the bottom element comes on. I would susupect the bottom element as it does most of the work. If you have an ohm meter, turn off electric, and remove wires from element. Check element for continuity. If you don't get reading, then that element is bad.

What cause the water heater to take more than an hour to heated up and unable to last longer. Usually its take about 15 min. to heat up and can last longer.

'Rheem 81VP15S point of use' is a single-element, 15 gallon, 120V electric.
Other 'point-of-use' sizes range from 2-1/2 to 6 gallon to 20 gallon.

Electric water heaters have 2 parts: thermostat and element. One is not functioning correctly. Most likely the element caused by sediment build-up.

How to determine if tank has element or thermostat problem:
Do not turn off water going into tank. Put hose on drain valve. Open drain valve. Does water come out like open spigot? If water does not flow, then heater is likely clogged with sediment.

Solution 1: If water flows out like a spigot, the thermostat is probably bad. Read: How to replace thermostat.

Solution 2: Water does not flow, so element is surrounded by sediment build-up and cannot heat water. You need to clean out tank with shop vac, and put in new element ... plan full day and 3 trips to hardware store. Simply draining tank will not remove sediment. Sediment is chunky and will not come out voluntarily.

Buy element before starting:
-Turn off electricity
-Open cover on side of tank, remove insulation (these have to be put back for proper operation of thermostat)
-The are 2 electrical parts >>the element and the thermostat which is located above element
-Element wattage is printed on element and also shows on label on side of tank
-I think Rheem element is held in place with 4 hex bolts
-Take photo of element to hardware store so you have part on hand before removing old element
-If element is 1-1/2' diameter hex type, you need inexpensive element wrench from hardware store + the element

Drain tank and clean sediment:
-Read: To open drain on water heater so water comes out
-Read: How to clean sediment out of water heater
